Role: Business Data Governance Analyst

Contract Length: 3 months

Location: Remote, with Oakland, CA; Rancho Cordova, CA; or Alpharetta, GA

Rate: $85/hr on W2

Position Summary

The Business Data Governance Analyst is a senior-level, techno-functional consulting role that leads business-side efforts within the organization's broader Data Governance program, with a specific focus on Data Lifecycle Management - including retention, archival, purging, classification, and de-identification. This role serves as the critical bridge between business stakeholders and technical teams, translating business requirements into actionable data lifecycle policies while ensuring compliance with regulatory, contractual, and organizational retention obligations. Data Governance or data stewardship experience alone is not sufficient for this role - candidates must bring demonstrated strategic and execution experience specific to data lifecycle management, or a strong Cyber Data Loss Prevention (DLP)/security background covering data classification and de-identification.

This is not a pure technologist role. The ideal candidate is a strong techno-functional consultant who can lead business requirement workshops with stakeholders ranging from Analysts to VPs, communicate and present clearly both verbally and in writing, operate independently with minimal supervision, and advise the business with strategic input rather than simply executing on direction. The candidate should also thrive in stakeholder conversations, navigate ambiguity across business units, and drive consensus on data retention decisions that affect claims, membership, provider, and member data across the enterprise.

Responsibilities:

  • Lead business requirement workshops and discovery sessions with stakeholders across all levels - from Analysts to VPs - in Claims, Compliance, Legal, Member Services, and IT to gather and document requirements for data retention, archival, purging, classification, de-identification, and disposition policies
  • Translate business needs into clear, actionable data lifecycle management requirements for technical teams to implement
  • Partner with Legal and Compliance to ensure retention schedules align with HIPAA, state insurance regulations, and contractual obligations specific to dental insurance data
  • Develop and maintain data retention schedules, archival policies, and disposition/purge criteria across structured and unstructured data sources
  • Facilitate cross-functional working sessions to resolve conflicting retention requirements between business units
  • Document current-state data lifecycle practices and identify gaps against target-state governance policies
  • Serve as a liaison between business owners and technical/data teams during implementation of archival and purge initiatives
  • Support audit and compliance requests related to data retention and disposition
  • Track and report on data lifecycle policy adoption and compliance across the organization
  • Maintain data governance documentation, including retention matrices, policy decisions, and stakeholder sign-offs
  • Advise business and technical leadership on data lifecycle strategy - contributing proactive, strategic recommendations rather than solely executing on direction - while operating independently with minimal day-to-day supervision

Qualifications:

Required:

  • 7+ years of progressive experience in data governance, data lifecycle management, or business analysis, including direct, hands-on experience with data retention, archival, purging, classification, and de-identification initiatives; this is a senior-level consulting role, and data governance or data stewardship experience alone, without direct data lifecycle management experience, does not meet this requirement
  • Demonstrated strength in requirements gathering - able to run effective stakeholder interviews and translate business language into governance requirements
  • Excellent verbal and written communication skills; comfortable presenting to both business and technical audiences
  • Strong working knowledge of data lifecycle management concepts, including retention, archival, purging, classification, de-identification, and disposition
  • Experience working within a regulated industry (healthcare, insurance, or financial services strongly preferred)
  • Strong facilitation and stakeholder management skills across cross-functional teams
  • Familiarity with data governance frameworks and policy documentation practices
  • Candidates with a strong Cyber Data Loss Prevention (DLP) or information security background - particularly around data classification and de-identification - will also be considered
  • Demonstrated experience leading business requirement workshops and discovery sessions with stakeholders across all levels, from Analysts to VPs
  • Proven ability to operate independently with minimal supervision, providing strategic advisory input rather than solely executing on direction

Preferred:

  • Experience specifically within dental, health, or other insurance lines
  • Experience with data governance tool selection
  • Familiarity with HIPAA and state-level insurance data retention regulations
  • Prior experience supporting compliance or internal/external audit processes related to data retention
  • Exposure to data governance tools (e.g., Collibra, Informatica, or similar) - hands-on technical configuration not required, but conceptual familiarity is a plus

What This Role Is Not:

  • Not a data engineering or ETL development role
  • Not focused on data quality, MDM, or metadata cataloging as a primary function
  • Not a fit for candidates whose background is limited to data governance or data stewardship without hands-on data lifecycle management (retention, archival, purging, classification, de-identification) experience
  • Not an entry-level or junior associate position

Ideal Candidate Profile:

A senior-level, techno-functional consulting professional who blends strategic data lifecycle management expertise with strong business acumen - someone who is as comfortable advising VPs as gathering requirements from Analysts, who can ask the right questions, build consensus around what data needs to be kept versus purged, and document it clearly enough that technical teams can execute against it with confidence. This is not a role for junior associates.

Tools and Technologies:

  • Data governance documentation: retention matrices, policy decisions, and stakeholder sign-off records
  • Conceptual familiarity with data governance platforms (e.g., Collibra, Informatica, or similar) - hands-on technical configuration not required
  • Regulatory frameworks: HIPAA and state-level insurance data retention regulations
